Although stewardship has been widely defined and used in environmental management and planning, there is a dearth of studies that describe how the lay public perceives this concept. A national sample of residents in 14 states who live near DOE nuclear facilities were interviewed to delineate public understanding and awareness of the stewardship program of the U.S. Department of Energy (DOE). This study discusses the findings of the survey and discusses how institutional trust influences public participation and resident’s choices of potential stewards. Almost 40% of the respondents could not define stewardship; those who did, believed that ‘responsibility,’ ‘management,’ and ‘accountability’ are key elements of stewardship. In addition, about a third of the respondents identified Federal groups and the DOE as potential stewards. The project on Biodiversity Uncertainties and Research Needs (BURN) ensures the advancement of usable knowledge on biodiversity by obtaining input from decision makers on their priority information needs about biodiversity and then using this input to engage leading scientists in designing policy-relevant research. Decision makers articulated concerns related to four issues: significance of biodiversity; status and trends of biodiversity; management for biodiversity; and the linkage of social, cultural, economic, legal, and biological objectives. Leading natural and social scientists then identified the research required to address the decision makers' needs and determined the probability of success. The diverse group of experts reached consensus on several fundamental issues, helping to clarify the role of biodiversity in land and resource management. The BURN participants identified several features that should be incorporated into policy-relevant research plans and management strategies for biodiversity. Research and assessment efforts should be: multidisciplinary and integrative, participatory with stakeholder involvement, hierarchical (multiple scales), and problem- and region-specific. The activities should be focused regionally within a global perspective. Meta-analysis of existing data is needed on all fronts to assess the state of the science. More specifically, the scientists recommended six priority research areas that should be pursued to address the information needs articulated by decision makers: (1) characterization of biodiversity, (2) environmental valuation, (3) management for sustainability—for humans and the environment (adaptive management), (4) information management strategies, (5) governance and stewardship issues, and (6) communication and outreach. Broad recommendations were developed for each research area to provide direction for research planning and resource management strategies. The results will directly benefit those groups that require biodiversity research to address their needs—whether to develop policy, manage natural resources, or make other decisions affecting biodiversity.  相似文献

Theological and secular concepts ofstewardship evolved markedly in the 20thcentury. During this period of evolution, theAmerican Country Life Association through itschurch, academic, farm organization, andgovernmental affiliations, served as a bridgingand bonding agent in developing the stewardshipidea. As in any evolutionary process, thestewardship concept was subjected to a broadarray of influences and characterized bynotable highlights such as the Lynn Smithcritique of the Judaeo-Christian ethic, theman-in-nature statement of Douglas John Hall,and the environmental concerns of ecologistsand philosophers of the post-Rachel Carson era.Some gains have been made in understanding theplace of humans in nature, but the stewardshipidea continues as work in process.  相似文献

Local rural and indigenous communities have assumed increasing responsibility for conservation within and between areas buffering the impacts of agricultural or resource‐extraction zones and protected areas. Empowering local communities as central partners in conservation and climate‐change mitigation has allowed many people to gain access to land and citizenship rights but has provided limited improvements in access to social services and economic opportunities even as expectation about their role as environmental stewards grows. These expectations, however, are inconsistent with reality. We conducted multiple field studies in Brazil since the mid‐1980s to illustrate the discrepancies between conservation programs and local conditions and expectations. We suggest that public policies and conservation programs should not delegate responsibility for managing protected areas to local and indigenous communities without considering local needs and expectations and locals’ attitudes toward conservation. In other words, behavior that maintains or improves the environment should not be treated as traditional based on the expectations of outsiders. Framing local populations as traditional environmentalists creates contradictions and frustrations for local populations and for conservation professionals and policy makers.  相似文献

Strategies to reduce, halt, and reverse global declines in marine biodiversity are needed urgently. We reviewed, coded, and synthesized historical and contemporary marine conservation strategies of the Kitasoo/Xai'xais First Nation in British Columbia, Canada to show how their approaches work. We assessed whether the conservation actions classification system by the Conservation Measures Partnership was able to encompass this nation's conservation approaches. All first-order conservation actions aligned with the Kitasoo/Xai'xais First Nation's historical and contemporary marine conservation actions; hereditary chief management responsibility played a key role. A conservation ethic permeates Kitasoo/Xai'xais culture, and indigenous resource management and conservation existed historically and remains strong despite extreme efforts by colonizers to suppress all indigenous practices. The Kitasoo/Xai'xais's embodiment of conservation actions as part of their worldview, rather than as requiring actions separate from everyday life (the norm in nonindigenous cultures), was missing from the conservation action classification system. The Kitasoo/Xai'xais are one of many indigenous peoples working to revitalize their governance and management authorities. With the Canadian government's declared willingness to work toward reconciliation, there is an opportunity to enable First Nations to lead on marine and other conservation efforts. Global conservation efforts would also benefit from enhanced support for indigenous conservation approaches, including expanding the conservation actions classification to encompass a new category of conservation or sacredness ethic.  相似文献

The COVID-19 pandemic has exposed an interconnected and tightly coupled globalized world in rapid change. This article sets the scientific stage for understanding and responding to such change for global sustainability and resilient societies. We provide a systemic overview of the current situation where people and nature are dynamically intertwined and embedded in the biosphere, placing shocks and extreme events as part of this dynamic; humanity has become the major force in shaping the future of the Earth system as a whole; and the scale and pace of the human dimension have caused climate change, rapid loss of biodiversity, growing inequalities, and loss of resilience to deal with uncertainty and surprise. Taken together, human actions are challenging the biosphere foundation for a prosperous development of civilizations. The Anthropocene reality—of rising system-wide turbulence—calls for transformative change towards sustainable futures. Emerging technologies, social innovations, broader shifts in cultural repertoires, as well as a diverse portfolio of active stewardship of human actions in support of a resilient biosphere are highlighted as essential parts of such transformations.  相似文献

Changes in landownership associated with amenity migration are affecting the demographic, cadastral and ecological conditions of rural landscapes. These changes and concerns about their impacts on natural resource management, including ecological conservation, relate to both the structural consequences of landownership change, land subdivision and to the motivations, management ability and attitudes of lifestyle oriented rural landowners. Based on an Australian case study near Sydney, NSW, this paper examines the motivations and practices of such landowners, assesses potential consequences for vegetation and characterises the landowners according to three stewardship types.  相似文献

Abstract: Evaluation is important for judiciously allocating limited conservation resources and for improving conservation success through learning and strategy adjustment. We evaluated the application of systematic conservation planning goals and conservation gains from incentive‐based stewardship interventions on private land in the Cape Lowlands and Cape Floristic Region, South Africa. We collected spatial and nonspatial data (2003–2007) to determine the number of hectares of vegetation protected through voluntary contractual and legally nonbinding (informal) agreements with landowners; resources spent on these interventions; contribution of the agreements to 5‐ and 20‐year conservation goals for representation and persistence in the Cape Lowlands of species and ecosystems; and time and staff required to meet these goals. Conservation gains on private lands across the Cape Floristic Region were relatively high. In 5 years, 22,078 ha (27,800 ha of land) and 46,526 ha (90,000 ha of land) of native vegetation were protected through contracts and informal agreements, respectively. Informal agreements often were opportunity driven and cheaper and faster to execute than contracts. All contractual agreements in the Cape Lowlands were within areas of high conservation priority (identified through systematic conservation planning), which demonstrated the conservation plan's practical application and a high level of overlap between resource investment (approximately R1.14 million/year in the lowlands) and priority conservation areas. Nevertheless, conservation agreements met only 11% of 5‐year and 9% of 20‐year conservation goals for Cape Lowlands and have made only a moderate contribution to regional persistence of flora to date. Meeting the plan's conservation goals will take three to five times longer and many more staff members to maintain agreements than initially envisaged.  相似文献

Aquatic macroinvertebrate diversity in the Nanda Devi Biosphere Reserve (NDBR) was monitored for a period of twelve months (September 2000 to August 2001). All the important hydrological attributes were measured monthly for one year. Macroinvertebrates were sampled from three sites (S1$, S2$, & S3$) of the headwater stream Dhauliganga of NDBR. The present study revealed that the velocity of the water current, hydromedian depth, turbidity and dissolved oxygen in addition to nature and size of the bottom substrates have their significant impact on benthic invertebrate diversity. The ecological relevance of the measured hydrological attributes was investigated by comparing their degree of correlation with invertebrate density and diversity. Macroinvertebrate diversity was found to be highest (3.096 ± 0.03) in winter months (November–January) and lowest (2.816 ± 0.02) in monsoon months (July–August). The high diversity of macroinvertebrates may be due to low turbidity, high water transparency, optimum water temperature, high dissolved oxygen, low water velocity and suitable composition of the bottom substrates.  相似文献

The study concerning carbon dioxide measurements taken during the 1997, 1998 and 1999 summer campaigns at two different altitude stations and biospheric conditions are presented. The higher station (Mt. Cimone, 2165 m a.s.l.) is characterised by 360° free horizon and is located on a rocky mountain while the lower (Ninfa lake, 1550 m a.s.l.) is located inside the red spruce and beech forest. The different behaviour of CO2 at the two mountain stations has been registered. It shows the strong effect of nighttime soil emission and vegetation respiration on CO2 mixing ratio increases and of diurnal vegetative activity on CO2 concentration decreases at the lower measurement site. The baseline character of the higher measurement site has been confirmed by comparison of CO2 diurnal amplitudes recorded at the two stations.  相似文献
